Should not the Post Office be in the charge of a Postmaster- General from the Colonial Postal Service? I am uncertain about the Imports and Exports Department, but, on the face of it, the man in charge should be a Comptroller of Customs from the Colonial Customs Service. The conditions in Hong Kong may, however, be so special that an Administrative Officer should have charge of the Department.
